I agree with Mr Duncan. We need not assume that

the Malayan Governments will countenance any

breach of the Convention (when it is in force)

whatever statem nts may be made by recruiters.

We should write to F.0. as proposed about

the objectionable passages in the Rules, and send

copy to Gover or ref. the despatch from the Consul.
